There are various allowances for people with disabilities in the city of Sapporo. Please contact of each ward office.
*Before you apply for these welfare allowances, please be sure to understand what kind of allowance you are applying for in advance.

-Handicapped person's handbook
-Medical Certificate (you can receive a form at the of each Ward Office)
-Other documents *It depends on the person's situation. Please ask in advance.




《Welfare allowance for disabled aliens》
Target:Among those who are eligible for residence registration in Sapporo or for the measures of Sapporo, one who is not eligible for receiving public pension benefits as well as being eligible in any of the following conditions.
(1)Those foreign residents in Japan who were born before 1st January in 1962 and had a high degree of disability earlier than 1st January in 1982 (including one who obtained Japanese citizenship after 2nd January in 1982)
(2)Those foreign residents in Japan who were born before 1st January in 1962 as well as the first medical consultation was prior to 1st January in 1982 (including one who obtained Japanese citizenship after 2nd January in 1982)
(3)Persons who had Japanese citizenship between 1st April in 1961 and 1st January in 1982 and had a high degree of disability earlier than the day they obtained Japanese citizenship as well as reached over 20 years of age at that time.
(4)A person who had Japanese citizenship between 1st April in 1961 and 1st January in 1982 and had a high degree of disability after they obtained Japanese citizenship as well as the first doctor’s consultation is prior to their obtaining citizenship.




-Monthly allowance:36,000 yen (subject to income restrictions)
-Note:Person who in the following case is not eligible for this allowance.
-Your income of the year ecseeds the limit
-When you receive public pension benefits (However,if the pension benefits you receive is less than the allowance, we will pay the balance.)
-When you receive other allowance for the same purpose. (However, if the allowance benefits you receive is less than this one, we will pay the balance.)
-When you are eligible for Public Assistance Act.
